This course is designed to provide the learner with fundamental understanding of issues in higher education from an economic and public policy perspective. The course examines the individuals’ decision to attend college and the main reasons for government intervention in higher education. It also encompasses both private and social returns to college and considers the difficulties associated with measuring these returns. The learner is given the opportunity to analyze a range of issues, including differences in educational attainment by race, affirmative action policy past and present, as well as the market for college education and the increasing price of college in recent years.
